TRENTON, N.J. November 7, 2025 — The New Jersey Economic Development Authority (NJEDA) will open applications for the Cannabis Business Development (CBD) Grant Program on Thursday, November 13, 2025, at 10:00 a.m. This pilot initiative represents a major step in the state’s ongoing effort to strengthen its regulated cannabis industry by providing $75,000 reimbursements to eligible cannabis cultivators, manufacturers, retailers, and testing laboratories.
With a total allocation of $5 million, the program is designed to offer direct financial support to early-stage recreational cannabis businesses that are working to meet the complex requirements of state and local compliance. The $75,000 one-time reimbursement is intended to ease the financial strain of launching and stabilizing licensed operations, helping small business owners offset expenses related to permitting, regulatory oversight, and general operating costs such as equipment, rent, or payroll.
A key component of the program focuses on equity and inclusion. Five percent of total funding will be set aside for businesses operating in Impact Zones, as designated by the New Jersey Cannabis Regulatory Commission (NJCRC). These zones are identified based on indicators such as historical cannabis-related arrests, law enforcement activity, unemployment, and population data—with the goal of directing resources toward communities disproportionately affected by prior cannabis laws.
This approach reinforces the NJEDA’s and NJCRC’s shared commitment to ensuring that the state’s cannabis market grows not only profitably, but also equitably. To qualify for the CBD Grant Program, applicants must hold a valid and current NJCRC annual license and digital card at the time of application in one of the following categories:
• Class 1: Cultivator
• Class 2: Manufacturer
• Class 5: Retailer
• Testing Laboratory
Applicants must also provide documentation for at least $75,000 in eligible expenses along with proof of payment. These expenses may include costs associated with lease or mortgage payments, compliance consultants, facility build-out, utilities, and other verifiable operational expenditures. By requiring proof of these expenses, the NJEDA ensures that funds are directed toward active, compliant businesses that are already investing in New Jersey’s regulated cannabis ecosystem.
The application process will be managed entirely through the NJEDA’s online portal, where interested businesses can review full eligibility requirements, access detailed guidance, and submit their materials. Applicants are encouraged to review all documentation carefully and prepare supporting materials in advance to ensure a smooth submission process.
